Mod wheel emulation on MPK mini

I have an MPK mini MIDI keyboard that I use alongside my main keyboard, a Kontrol S49. When I'm using Spitfire's BBC Orchestra, the mod wheel on the Kontrol S49 controls the dynamics as it should, but the joystick Y axis and K1 knob on the MPK, both of which are set to CC1, don't. I have K8 on the MPK set to CC11, and that does control the Expression level in BBCSO.

The MIDI monitor in Studio Pro shows the MPK sending Controller Modulation messages on channel 1, exactly the same as the mod wheel on the Kontrol S49 does, but one works with BBCSO and the other doesn't.

I've tried it with a couple of NI Kontakt instruments too, and the same thing happens.

I'd be grateful for any suggestions.
