Doppler style efect

Can anyone tell me how to get the vocal effect where you take the beginning note of a lyric, stretch it and increase the intensity from low to matching original intensity.
A perfect example is the line in Ozzy's Bark at the Moon, "Howling in Shadows" has a doppler like effect on the beginning of the word Howling.

I couldn't for the life of me find the correct terminology!
Concur with Switchback. And by "tail", remember the tail is the H in howling. So a possible advantage is to copy the "How" part as an additional clip. Reverse that and add a loooooong reverb trail. Print it. In other words render that clip with the reverb. Now reverse that clip, so now the reverb gradually ramps up. Then line up the trailing edge (the cutoff "H") so that it meets with the original "H" in "howling". As Switchback mentions, you'll need to experiment and see where you get, but any exploring here will be fun, and you may even get something better than you even considered.

If the lead in is a little too long, you can adjust its ramp, or leading edge with the event grips.
