Doppler style efect

Can anyone tell me how to get the vocal effect where you take the beginning note of a lyric, stretch it and increase the intensity from low to matching original intensity.
A perfect example is the line in Ozzy's Bark at the Moon, "Howling in Shadows" has a doppler like effect on the beginning of the word Howling.
