Solved Another Sound Variations question

This is not mission critical, but I've noticed that all of the Presonus instruments with Sound Variations built in have all their keyswitches locked so that they cannot be toggled to 'momentary'. Is this by design, and if so... what was the reasoning?

Yes, Sound Variations that come prepopulated from the instruments (either via the API like VSL/Opus/Spitfire or Studio One internal instruments like Presence) are read-only.

As a workaround, you can try to save the current set of SVs as a new map, then load this map and see if this allows you to modify the different SVs. I remember that I've done this with a couple of VSL instruments.
