That depends on all sorts of things, any of your gear sending clock signals or control messages etc?
Try disconnecting or switching off controllers, hardware synths and any other midi gear, those messages should thin out.
These messages normally have an associated midi name or port assignment indicated in the midi monitor.
This is to be accepted if you have gear sending or receiving clock messages.

Don‘t bother about midi messages as long as everything works and sounds as it‘s supposed to. however, your Launchkey is sending and receiving a C-2 so I suppose maybe that key is broken or you accidentally put something on the key…? It‘s also being send and received. Disconnect the Launchkey for a test.

Ah thanks - didn’t see that on my phone before. Strange one - I‘ll keep that in mind for the future
It would appear to be a ping alerting the Daw that the controller is active/online, the Novation article suggests it is part of the HUI protocol.
Google AI for an overview with.... " hui protocol specification "
will give you fuller info.

When you say completly quiet, does it not send note on/off messages and CC information?
If you are talking about timing information, I would suggest that it is still sending and maybe receiving some form of timing information that is ignored or not printed by SO1's midi monitor. ( not Hui protocol ), or note on/off midi data.
IMHO
This timing information needs to be present and is relevent to Notes etc., being placed on *Grid* relevant to the Midi timestamp when played.

It seems you are connecting via USB with your Launchkey. They say in that Novation article that its in HUI mode but can you connect via the DIN socket? Your audio interface does not have midi on it so you will need a midi interface to pickup the MIDI OUT port. Maybe its not sending those notes over Midi DIN.
It is still not a big thing though. My Faderport sends out continuous messages as well but it never interferes with normal operation. It is a bit odd sending a C-2 note on though. It may trigger something if you have anything set to receive down there in that octave. i sometimes go down to C-2 to play some very deep notes with some patches.

If you look at your gif image (PO#1). The note on/off messages are being sent on Midi *Port 2* this is a Port not a Midi ch. and should not be available for use as a midi port for music data!
Windows was limited to a maximum of 10 ports, these days it is virtually limitless to the number of ports that can be set in Win 11.
Data transmitted through Midi2 *Port* is being used for HUI controller information, hopefully you should see Midi1 (Launchkey) transmitting the musical info.
All of the port and ch. data is listed in the right hand column in the midi monitor.
