cc1 to control mod wheel in all virtual instruments

I must be missing something conceptually. My keyboard mod wheels always control virtual mod wheels in virtual instruments, but sending CC1 from an exterior controller does not. It only works when specifically assigned to that function in a virtual instrument. Is there a way to globally use an encoder on an external controller to always act as a hardware Mod Wheel would?

Yes, add it as a Keyboard.

Watch my video first - it explains everything in detail :-)

dkaimone, Lukas' video (or any Fender/PreSonus video about devices) doesn't answer your question. AFAIK, you can't remap any controller as a default mod wheel controller. As you already wrote, you would need to map every VST instrument manually. If the device and VST doesn't even have a mod wheel then you would need another controller with mod wheel to do that.

The solution is to not use S1/SP8 but the configuration software from the device manufacturer. There, you remap a controller to CC1 and S1/SP8 will see it as a mod wheel controller for any VST. Also, make sure you create your own new keyboard device and don't select the default profiles (you can watch Lukas' video for that).

dkaimone, I don't know what OS you're running or what DAW version. If you're using Windows 11 and SP8 like me then you might experience weird CC1 display behavior in SP8 for various synths (see image). It might even change after unplugging/replugging the device or opening the DAW a second time. I assume this is due to the buggy Microsoft Midi 2.0 implementation that's already enabled on my new computer.

I will give it a try next time in the studio and add the device as a keyboard.

I've already used the editor software for the device (an Intech EN16), but it doesn't act the same as a keyboard Mod Wheel when added as a controller.
