Depending on your song's content and settings one tempo change can trigger several actions. The History panel allows you to undo all those actions in one go rather than painstakingly undoing them one by one (if that's even possible with actions required after the initial one).... It seems in order to undo tempo changes, I need to use the History panel.....?
Good point. Sometimes plug-ins do parameter changes which end up in the Undo history. Or I've also seen MIDI controllers that send continuous controller data if knobs/faders/modwheel are too sensitive (or broken).This might be no help at all, but I had a similar problem of Undo not apparently working. But it turned out that a NR plugin on a buss (this was an audiobook) was always processing in the background after everything else. So rather than my Undo not working, it was Undoing the NR process. Try disabling any plugins to see if they're likewise adding processes after your tempo change.
