Windows Command Processor

So setting up a win11 machine and I can't install Native Instruments installer or Waves installer, they both give up after trying to install Windows Command Processor. They say you have to give permission for dependencies and they they quit.

Any ideas?

I have a ticket with NA and need to get one for Waves. Probably same problem, win11 supposed to be more secure so probably needs special permissions or something.
